contacting owner through postal mail


I have been trying to contact a domain owner w/o reply through private registration email, site is not functioning for the past five years but I was able to get his email through archive.org. I saw the whois records show it only went private this year, why would someone sit on a name for 5 years then upgrade to privacy?

am i allowed to contact the owner through postal mail and offer to buy? Can anyone comment on their success with this method. is it bad practice to make an offer. I know I cant afford to win the name through auction when it drops so this is kinda like my one chance
