.to domains?

I've seent these .to domains a lot recently, Bravenet.com uses them for redirecting for users or something. Anyways, how did they come about? Was it a country code they sold, or were they just thought of as a good idea?

Also, are they worth anything. I mean, obviously head.to and stuff are worth something, but are they even worth the reg fee?

Good call, .EDU!
Over the years, I've seen a few of these sell for more than Reg. fee, good "keyword" types or the likes of "Go.to" (not necessarily that one, but you catch the drift - creative ones).
Generally speaking, they are a long shot, IMHO.
I'll try to revisit here with some links or other references, as well.

The reg fee on most cctld are pretty darn high also, not to mention restrictions. Risky investment!

I would have to agree, for example .ca domains cost around $19 - $25 per year. However I have seen more expensive like .pl and etc. Many ccTLD's seem to cost a lot these days.
