do all registrars have a 60 day wait period


I was wondering if all registrars have a 60 day wait period before you can transfer a domain to a different registrar?

(60 days from the date the domain is registered)

You can still sell the name to someone without transfering it to a different registar by changing the registrant. Many places let you do this for free. The new owner would have to manage the name from your current location with an account of their own.
