It's not just for registrations...If you click
on .de on the right hand side, it shows you the requirements
for Germany. They also offer a solution if your not in Germany ...

BTW godaddy also offers a solution for that and is far better than europe registry

what if we decide to sell of the name at a later time.....will we have total control?

I think No is the answer. Since i've heard some stories from someone registering .de dn 4m godaddy using their proxy admin service, but not allowed to push or transfer the domain.

DENIC (.de registry) policy states:

§ 3 Duties of the Domain Holder

(1) ) In submitting the application for registration of a domain, the Domain Holder shall give an assurance that the data pertaining to him/her contained therein is correct and that he/she is entitled to register and/or use the domain and, in particular, that the registration and intended use of the domain does not infringe anybody else’s rights nor break any law. If the Domain Holder is not domiciled in Germany, he/she shall be required to appoint an Administrative Contact domiciled in Germany. This Administrative Contact shall also be the Domain Holder’s authorized representative for receiving the service of official or court documents for the purposes of §§ 174 ff. of the German Code of Civil Procedure.

No matter who you proxy reg through, in the end, DENIC could always take it away from you if your admin-contact is infact not in Germany. Or, as has been stated, the proxy could claim it themselves, and you'd have a hard time arguing the point if you are not in Germany, since you can't fight to have what you have no legal right to in the first place.
