you need to sign up with a drop list/backorder provider such as snapnames or go daddy.
once the name is dropped (afer being deleted or expiring), your provider might be able to pick it up, just a note of caution though, if the name is popular, snapnames will have an auction with the domain name going to the highest bidder.

If the names are such that other people would want them, then chances are they are ending up at SnapNames or at Pool or enom's clubdrop or godaddy's tdnam or a million other places that means that somebody else will get them first.
Signing up for accounts at those places gives you the best chance to get premium domains when they drop (And sometimes, when they are "priority partners" with the registrar, your only chance).

I have a software program that allows me realtime info on deleted Domains. I have managed to re-reg about 20 Domains all with PR and still have high traffic.

Parked them straight away and within 2 months they have paid for themselves and the software program I have.

I have noticed that there is a lot of .DE domains with very good keywords.

What is this piece of software that you have? Could come in handy when looking for a domain If youd care to share it.
