How are domain extensions chosen?

Two letter extensions, called country code top level domains (ccTLDs), are assigned to countries by The Internet Assigned Numbers Authority (www.iana.org). Each country has the right to do what they want with their ccTLD. Some countries have sold theirs off to third parties, like .WS, .TV.

Other extensions like .INFO .COM, and .BIZ are assigned by ICANN (www.icann.org). These are called Generic Top Level Domains (gTLDs). ICANN has an extensive process for selecting new top level domains. The last application period for new gTLD's was 2000.

You can read more info here
http://www.icann.org/tlds/

And check out all the applicants from the last bunch. Only 7 were selected.

If you really wanted control over your own domain extension, your primary options are to:

1) Contact the goverment of a country and make a deal to control their ccTLD. Like with .WS, the rights to this exension were purchased from Western Samoa by an American company.

2) Make an unauthorized extension and require users of it to install software or change their DNS settings to read your alternate root servers (like New.Net has done)

3) Deal with icann, wait for them to decide to consider new gTLD applications, and submit a successful application for a gTLD (like .biz did in 2000) More info at http://www.icann.org/
