HTML and CSS is the best way to start. Learn PHP as soon as you can, though, because it's VITAL.

Hmm... www.w3schools.com is a good intro...

I wouldn't even go as far as CSS if you're looking for the most absolutely simple site you can get. There are also turnkey solutions that are a matter of following directions as well.

Just look for some hosted site or turnkey solution. that way u need not do anything just configure it and it will pay u. But u require a solid marketing campaingn before u can earn a single penny from it. Just building site does not pays. u need to promote it too.

try to use dreamweaver or Frontpage. Design it using the tools and start develop sites if it is less than 10 pages.

Otherwise, use any CMS.

Chris ,First you have to decide what you want, can afford and are capable of doing yourself or whether you need to pay for the site.
Several options
1/ A CMS Based Minisite
2/ A Pre-done PHP Based List Script
3/ HTML Based Template
4/ Custom Built Solution
