Can you only register .eu if you live in europe? If so, how long will it be until others can register them?

Who is entitled to register a .eu domain name?

The EC Regulation No 733/2002 of 22 April 2002 on the implementation of the .eu Top Level Domain determines who will be allowed to apply for a .eu domain name.

The following categories of companies, organisations and individuals will be able to register a .eu domain:

* undertakings having their registered office, central administration or principal place of business within the European Community;
* organisations established within the European Community without prejudice to the application of national law;
* natural persons resident within the European Community.


How long is it until others can register them?
Sunrise 1 is already upon us, this is where public bodies and TM owners can apply for .EU domain names

During the Sunrise period (starting 7 December 2005), domain names will be made available only to the holders of prior rights.
When applying during Sunrise, they will be asked to back up their claim with documentary evidence.

During the Land Rush period (starting 7 April 2006) domain names will be available to registration for all.

Registrants who cannot back up their claim to a domain name with a documented prior right will have to wait until 7 April to apply for their .eu name.

because of the pior rights people that have submited applications, does that mean that when I search for a name at GoDaddy and it says that its available, that it might already be taken and just waiting for an app to process? or is the application instant...?

No .eu domains are finally taken until the appliers have showed appropriate documentation for the rights to the domain so you might be lucky that the domain you want will be available 7 April 2006.
