If I reseller domains do I need to pay tax for them?

Depends on the registrar and the country you are located. Generally, the answer is NO.

Yes, the ICANN fee is like 25 cents, I believe, that's your tax.

Depends on how much you make from domains. If you are running a business or are making more than I think it's $500 profit per year (in the US), then you are suppose to pay taxes on your gains or take deductions for your losses.
