I think you have to order a really cheap product along with a domain and get the domain for $1.99...The cheapest product will make it all add up to $4.19

The cheapest registrar that accepts paypal has got to be Godaddy.

By following the procedure described here:

you can get .com, .net, .info etc
domains for $6.19 and you can pay by Paypal or Credit card
