Pool .EU orders

If your outside of europe can you head over to:

and tell me if they accept preoders from you because i'm slightly confused.. .eu will be only available for people and businesses inside of europe.

can only people in europe see the .eu preorder section?

I guess they can (I am in Europe), but they shouldn't. It is just like .us, if you don't live in USA you shouldn't get it, but a lot of Europeans have some .us's

Ok thats what I was thinking, so basically like when you go to register .us you get this kind of thing ..
