What should I do for REGISTRAR-HOLD domain

I am new here. I found a domain which is expired and placed 'REGISTRAR-HOLD'
If I want to buy that domain (I am not the original owner) what should I do? Can I do something before it delete completely?

you need to wait until the domain is released...it is currently in a 'grey area' whereby the original owner may still try to renew it....
