Can presonal get nice domains after expired?

Why can snapnames and pool get very short domains as xxx.com?
Can presonal get this kind of domains after they get expired?

Companies like pool and snapnames have contacts with a lot of registrars so thatīs why they are able to grab some of the best domains that expire.
