Registrars Catching Expired Domains

I've been under the impression that registrars only try to catch expired domains that have been requested by users through some type of system (Pool, Snapnames, etc.)

It appears that Enom not only tries to catch the requested names, but also any other name that they think might have value. For all I know, other registrars might do the same thing.

For instance, I backordered 49T.com through GoDaddy, unsuccesfully. I also tried to register it through Enom at the time of the drop. Now I see it listed in a "reverse" Enom auction. It's not a "private" auction so I believe that means that nobody actually bid on the domain before the actual drop. It appears that Enom just grabbed it anyway and is now auctioning it off to the highest bidder. Correct me if I'm wrong in this regard.

I find this a bit aggravating. If nobody backorders a domain, it should be allowed to drop so the general public has a chance to hand reg it at $8.95. Now that it's listed at Enom, it'll get some attention and probably end up going in the $30 range.

Do registrars also play the role of domain speculators? Are they allowed to?

They may do this, I think many do this to increase their take if it goes into an auction model
