where to buy CPM traffic pretty fast without having to set up accounts, wait for approval, set up banners ?

also any good pay per view brokers ? what about pop under traffics.

I do not think that is possible. You will need to register in any case as you are going to pay money for that.

Adbride.com is supposingly pretty good, but all the proper networks would require account setups, how would they otherwise assure they get paid...

If you find offers without this, you might simply get scammed.
