Originally, this was allowed for errors in registration, such as misspelling of a word. However, like all good things, it was abused by domain tasters who would register a domain, test it out on a parking page, and then grace delete it. "Grace delete" has been now greatly curtailed to stop domain tasting. I suppose some registrars will still allow a few obvious errors to be deleted--I believe that there is a percentage allowable for each registrar. If you made a registration mistake, you can always query your registrar, who may allow you to grace delete for at least a partial refund. *
