I want to know something about ccTLDs, is it possible to buy ccTLD domain if I'm not citizen of that country?

Most domain registrars will allow you to register a CCTLD under their alias. But as to be expected, you will have to pay their fees accordingly.

Beware of using alias functions - you leave your domains open to potential problems down the road - some extensions more than others so be sure to read carefully before diving in. Country Code Top-Level Domains - Buying, Selling, Branding and Use of CCTLDs breaks down each cctld for restrictions or not.
