Namecheap.com ($8.88) not the cheapest but IMO the best.

You can check Namepro's Domain Company Reviews section to check the prices. You should keep in mind that some times paying a little more it's worth it.

If you are buying domains for speculation purposes don't bother looking to register new ones. Just buy domains off other sellers, sometimes you can buy a good domain for under $0.50. This is hard to believe, but sometimes an active speculator registers a domain for $10. Ends up finding out after like 6 months that the domain is not getting any traffic and is probably worthless, so desperatly tries to sell it so that he does not have to pay reg fee again, sells it for like $8. Next buyer goes through the same process, sells it for like $5, eventually it trickles down to under $1. Then it drops more to just a few cents, where it reaches its equilibrium.
