The OaklandCity.net might have some value to it. Large population but I do not know how affluent or how much money they have as I often see that community ranked as one of the poorest in the United States. That does not mean you shouldn't have trouble selling it. Target it to that audience. Perhaps consider some Craigslist ads for that area.

OttawaCity.info is probably nothing. Canadians tend to favor .ca if they can and it seems only tolerate .org and .com. (I would know eh?)

ChicagoCity.biz is decent. A much larger city than Ottawa. It has key words but does not necessarily make sense. I am not so sure of the .biz extension though. It identifies well what you are trying to accomplish but is not so mainstream. This should be able to get a sale less than $xxx.
