Having your own hosting provider is required - but plenty of fairly OK free ones exist. Personally I dig byteact.com. Their free plan injects a small google adlink at the bottom of the page, which is fairly out of the way. If you use them, be sure that the required mySQL database has lock-table permissions (contact support to be sure).

What $30 gets you:
- I will install and build a Drupal site as close to your specifications as I can
- Design will rely on modifying a pre-made theme. I don't theme from scratch.
- A logo + favicon
- A brief overview on the Drupal architecture, how to add new content, and how to update the site yourself. It all relies on a back-end control panel. No coding necessary (though basic knowledge of HTML is useful)

What this does NOT get you:
- hosting
- support and site maintenance
