looking to create a pop under

Im looking to create a pop under where when someone visits one of my sites it will display pop under to another site . Also is it possible to create the pop under to rotate the sites so the same isnt shown over and over again

any help appreciated.

I just cant seem to get this to work or any other pop under code no idea what im doing wrong.
