Belarussian domains (.BY)


Out of interest in the country (planning to visit shortly after new year even ) ... I notice not too many sites are around with the .by extention but some German registrars promote this extention as working well for Bavarian sites (the German province of Bavaria is named Bayern in German, and often abbreviated BY). That is odd because I was told before that .by is a very restricted extention where a local address is required.

Does anyone know the truth about this extention? Can anyone register it, or is local address indeed needed? Is there any use in looking at the .by extention, or is this practically dormant in terms of use?

PS: for some reason many Belarussian sites seem to use a gTLD rather than .com and I have even seen some using a bizarre extention .by.com. Now when entering .by.com this leads to a site claiming to sell these subdomains and being orientated at the Belarussian audience, however the site gives no contact details or registration forms, nor any pricing list. Odd.
