Well your point was correct in that foreign entities are generally not permitted to register dot US domains unless they meet the nexus requirement of a business presence in the US or substantial and regular business within the US. One factor:

"Regularly performs lawful activities within the United States related to the purposes for which the entity or organization is constituted (e.g., selling goods or providing services to customers, conducting regular training activities, attending conferences),provided such activities are not conducted solely or primarily to permit it to register for a usTLD domain name and are lawful under the laws and regulations of the United States and satisfy policies for the usTLD, including policies approved and/or mandated by the DoC;"

Since they sell domains to US consumers and have a contract with Nuestar to sell dot US I suppose that provides nexus. However... the contract you sign to register domains with them includes a clause that you agree that the business relationship is under the jurisdiction of the laws of Israel and specifically as though the transaction took place wholly in Israel. If that is indeed the case, they would not have nexus as doing business in the US.
