I would suggest starting locally, get out and meet business people, do office visits, get on the phone and email potential clients.

I would contact local community organizations to see if you could donate some of your time to help there causes. This builds community trust and often leads to referrals. A good SEO or Web Design firm only succeeds through referrals.
