Is it possible to co-brand a major search engine?

If I were to setup a search website for my city, is it possible to co-brand a major engine like google or yahoo? And would it be possible to make money in such a setup, perhaps thru a share of adwords/PPC revenue?

If not google or yahoo, then what search engines have a program like this?

I think google does has a PPC program for search results

I believe they have a min amount of searches that you would need to have before they would approve you.

You can sign up to Google Adsense and they offer a co-branded web search option with you receiving the ad revenue just as you would with normal adsense.

It's done with PPC search engines, especially with Overture.
