While I admire any attempt and trial at a new business idea, there's more to consider here...
Ethics: Why would you help somebody without a verified PayPal account go into the domain business when the reason PayPal adds the verification feature is to add integrity to the markets?
By taking payments from unverified members, I could see you receiving a lot of money from stolen credit cards, and after you will have already registered the domain for the person, Paypal may just take the money out of your account. I would not want to be in a niche targeting unverified members, that's very risky.
well the benfit would be for all of those ppl that dont have verified paypals. there alot of people that dont have verified paypal accoutns.
wow hold up its not a stolen credit card! where did u get this idea? this is a credit card that is registered with my bank why the hell would i do something illegal? i dont want to go to jail for any fraud!!

Sorry, you misunderstood my post. I'm saying that you are at a high risk of people sending you money using stolen credit cards, and you won't have any protection from Paypal.
For example, let's say that Sam is a crook and steals credit cards. Sam wants to buy a domain (or many domains) using Paypal, but he isn't verified, as all of his credit cards are stolen and they cannot be verified. He sends money to you using one of his stolen credit cards, and you register him the domain. Later, the real owner of the credit card finds out, contacts Paypal, and Paypal will actually remove the money from your account. If Sam bought just one domain, you lose around $8, but Sam may have bought a lot of domains, and you could lose a lot of money.
Being Paypal verified serves to protect sellers using Paypal. By targeting unverified members, you are putting yourself at risk of being scammed.
as mentioned above, this isn't that great an idea. a few questions:
1) are you hand regging new domains for people?
2) do they get to choose whatever domain they want?
3) are domains regged in their name, your name, or your parent/guardian's name?

I would find a way to reconsider the options. You may be taking on more risk. There are probably some people not verified for lack of experience but most are unverified for other reasons. . . . . . Take your time on this one.
