I know that catalogers have left over inventory sometimes
after a catalog expires.

What if a web site were to contact them to offer their
left overs on a clearance hub.(example mailorders.com)

Sort of like a clearance mall for mail order companies.

It would be a heck of a service. Just wonder how much
competition maybe out there.

Any one here know this area of business and can shine
some light on this.

Starting a business with only a name is that possible.
