block those middle eastern countires from your website. (if your usa based) I've seen with just 2 over seas visitors credit card fruad on a internet store. (but of course not all of those visitors are bad)

This is the best method I use on over 50 websites that has decreased fruad by almost 89%
Of course not all overseas visitors are bad, but for usa based sites, its a logical action to take against fruad.

Lets be logical, fraud is a serious crime, and I cannot blame you if you are taking actions to defend your business. That's regarding the fraud point.
