I need to increase my PR...HELP

So google has almost killed a network of my sites taking my PR from 5's and 6's to Zero or 2's and 3's.

I have about 20 sites left still with PR. The rest are all zero.

This happened pretty surely because I sell text links. The text links ae still there, but abut half the companies have been removed due to not renewing(because of PR). I still have quite a few on the sites though, at least until they expire.

I was gonna move on to another business, but I am thinking of giving this another push to claim back what is really mine

Is there a SEO/PR guy out there that is a guru, who can help me out here?

I have a total of 92 sites. I wanna get my PR up to 3-5's. The higher the better. It would be great if you can lay out for me what you think you can do for me and how much it would cost, and how long it would take. Anybody that can give me some type of guarantee or money back will go to the front of the line.
