Google definitely pays attention to meta tags, but tentatively. If the contents of the keywords or description meta tags don't seem to be related to the content of the page, it will usually pay less attention to it, ignore it completely, or even dock your rating because of apparent spam tactics. However, if the contents appear to be related, it can help to search engine to get the "gist" of what your site is about and thus provide better relevance.

Google will often display the contents of the description meta tag instead of the contents of the webpage if it doesn't appear to be a spam tactic. I know this is the case for my web browser standards support page.

And to answer the original question, yes, you need them on every page if you want them to be applied to every page. If you're only worried about the search engine picking up on that information for your front page, then only include them on your front page.

well jimmi.. it was a revolving news type site... always being updated... so once I fell to 2nd, 3rd..then eventually off the top ten for "MTV" the article had revolved to the archives section.

"7 days" ensures a constant stream of spiders visiting and constantly updating without overlapping..etc.

not saying you have to use these... I actually prefer if you dont because eventually my meta tags from one of my sites will be using terms from your websites
