Certainly this is a win win situation for everyone.

lighter website, faster pages, happier end users, cheaper bandwidth cost & more efficient use of bandwidth, developers should now care about their coding quality.

What comes around, goes around. The long load times have affected the SERPs for years and now it's being talked about as if it were something new. Anything that can be done to improve the user experience, such as faster load times, will in general help in the SERPs.

Yes i heard that Google is going to consider load time as a factor for ranking results . But i think its not very important factor .

Loading time has always been a ranking factor in Google. I'm not sure why they are announcing it like this is something new. Perhaps they are giving this factor more weight in their algorithm now or perhaps they think this is something that needs retelling since they haven't spoken about it for a while.

It's not about right or wrong. It's about circulating old news as if it were new. Over the past 10 years I've experienced this many times where slow loading sites due to large graphics or a bit of code will drop in the SERPs only to pop up again when the site is loading more quickly. For years there have been free websites that will let you check your page loading speed and there are still some out there. Just do a Google search for "check page loading speed" and you'll see what I mean.

It would be nice if Google would add more transparency to the new signal, including if a website's Page rankings are affected by its loading time.
