I can think of a couple of people. ie someone living at 7699 Main St. Someone w/ -7699 as the last four digits to their phne #. A company or union where the # had some significance. A speculator w/ a *deep* portfolio. Someone who blinked and didn't see the fourth digit or the .net ext.
