| The Red Cross is set up for more along the lines of "International" and "Major" Disasters. - I know this may sound bad - But they do their jobs on a bit larger scale than individual families. I've been through several major Hurricanes - and the Red Cross was always some of the first folks on the scene - Providing food and Temporary shelter if available (Mostly Tents etc ... )
I really am sorry to hear this story - But local organisations such as "Social Services" , Salvation Army , and Church Groups etc ... would be their best bet ATM.
