You might be right. It's a clever joke. But I would have thought they would have added some goofy pictures of the guy or his house or something??

Plus, with the amount of traffic it's getting, maybe adsense on it too?

All as I know is, I have met people who speak this badly in English, so it is feasible that such a site would genuinely exist out of the billions of websites around.

I know when I first started in web design, I created some pretty cheesy designs. Had I wrote them in another language with the help of babelfish?

Could be even worse.
