How to attcach text to the path

How can I make this text be on the bottom inside of the circle?

Not really sure what you are asking, I think you are asking something like having a circle then inside the circle underneath having the text curve with the circle on the bottom correct? What program are you using? I may be able to help you out if I know what program you are using.

Draw a circle in photoshop and press "T" to select type tool .

Now click on circle . After this text will follow path of circle :)

To get the text on the inside you might need to click edit < transform < flip vertical while you have the text path selected.
