I've received quite good traffic through signature links. Even I get PR2-PR3 on my minisites if I only add them to signatures on different forums which is a good PR for free.

if the site you're advertising is in the same area of interest as the people on the forum, a lot of traffic can be gained that way.

Signatures bring direct traffic if you are posting in relevant forums. Signature links can't be called quality links because not many threads will get a PR. Besides that there are so many signature and outbound links on forum pages that the link juice passed is REALLY low.
