I am looking into developing several mini sites to try to create some PPC revenue. I am pretty much a newbie and want to keep it simple, some of the things I am looking for u=unclude:
- Low price, low bandwidth options (and easy expandability to large options if needed)
- fairly intuitive cp
- good support
-allows of legal adult content
-allows investment related content
I was have heard good things about hostgator, but according to their TOS they allow no content related to investing.
Investment as in what? Please define this and you have my answer very shortly after then.
HostGator, well.. searching in-depth makes it clear that the bad reviews are more than the good ones. So you need to search more in depth before you pick up a web host.
See the problem is it seems the TOS is either very strict in that area or poorly worded.
Examples of unacceptable material on all Shared and Reseller servers include:
IRC Bots, Proxy Scripts / Anonymizers, Pirated Software / Warez, image, filedump, mirror, or banner-ad services (similar to rapidshare, photobucket, or commercial banner ad rotation), topsites, commercial audio streaming (more than one or two streams), Escrow, High-Yield Interest Programs (HYIP) or related sites, Investment sites (FOREX, egold exchange), sale of any controlled substance without prior proof of appropriate permit(s), AutoSurf sites, Bank Debentures, Bank Debenture Trading Programs, Prime Banks Programs, lottery sites, muds / rpg's, hate sites, hacker focused sites/archives/programs, or sites promoting illegal activities, IP Scanners, Brute Force Programs, Mail Bombers and Spam Scripts. Forums and or websites that distribute or link to warez content are prohibited.
So is it limited to just forex and e-gold exchange, or is this just an example.

Maybe a blog/advice site, with the typical warnings and legal disclaimers.
I think you want to host autosurfs or HYIP sites which are not allowed by most major hosting companies. Your best bet would be to look for smaller ones.

And quite honestly the assumption I would involve myself in something questionable or fraudulent I find offensive.
Even if hostgator was to allow this in their TOS, they do not receive much of positive feedback over the forums. The situation is a bit tough, see many members in Np here offer hosting, I'd suggest for example, PMing Joe, owner of fusedhosting and tell him whether this type of site is accepted or not.
But I do not see any problem in hosting a blog about investment in precious metals ~
I don't like website hosting companies - too many limitations like the ones you mentioned. I recommend to get a VPS (virtual private server) and you can do what you want, so long as it's not blatantly illegal (child porn, spamming, botnet, breaking into remote systems, etc).
I got a VPS at budgetdedicated.com in Amsterdam, and I use it as one of my DNS servers as well as hosting a big pile of my own minisites. I don't even use the control panel - first thing I did was go into the OS and remove all of those "management processes" as well as many other processes. Take an SSH connection to the shell and do your work. If I want to host a site, I enter it into my DNS and run a script to push the update to my secondary in Tokyo. Then I run another script to add the domain to my webserver and restart it. Uploading web files can be done with SCP / Filezilla.
Once you get this type of thing setup, it's quite scalable and simple to maintain. I am paying 25 euro per month for my VPS, and it doesn't even break a sweat hosting hundreds of minisites. At one point, I hosted 1200 sites for a friend of mine and that still didn't cause the VPS to break a sweat. And none of this is against budgetdedicated's TOS. I've been a customer for about 2 years, and their uptime and connectivity is excellent IMO. My VPS has been running nonstop for 281 days now (last reboot was due to them adding new disk arrays or something).
In fact, I will go a step further. If you sign up for a VPS at budgetdedicated.com and mention me as the referrer (worth 10 euros to me), I will set your machine up just like mine for $500 to cover my time (doing the work, giving you my scripts, and telling you how to use it). If you only want a webserver and not DNS servers, I'll do it for $350. You'll never want to use a website hosting company again.

I have seen Hostgator have lots of reviews and you will be able to find some in easy way. If you like web host - give them a try.
