Does the domain extension impact Google page rank?

For example does Google give added value to a .com over a .de or .eu domain when it is developing page-rank?

No :(

Here is a question off of that question.. does the domain extention affect where it is displayed in the search results?

I think what he means is: is there such a thing as a good TLD and a bad TLD in terms of search engine results.
