How to design a small usefull directory ?

I want to create a small directory with useful links and make it navigation friendly. I will do research on which links to include and put them in by hand. I have considered php software but a great deal of that ready-to-go software is for huge directories with the idea to always keep building more and more links. My directory won't be focused on quantity but quality. Each link may also have a comment next to it describing the link.

Anyone have any tips or links to how to guides on starting from scratch? What about simple templates to get me started?

Thanks, my concern was that this software would fall under the ready-to-go software for huge directories. What I want to do is on my index page have only 4 categories which will be designated by graphic buttons. Then under each graphic I would like a search bar to search that category as an option.

Once you click one of the four main categories it will give a sample random return of results along with an option to search other categories.

Can the phplinksdirectory provide that with some template manipulation ?

Can you verify that the software can provide a search bar for each category wherever I want to place it? So four categories and four search bars on the front page.

I know on the features page is says this:
Category Search Results (as on DMOZ)

But just want to make sure.

To do that will likely take an hour or two from a programmer. It is definitely possible, but I don't recall anyone ever doing that. We already have an advanced search that does this, but have not done a search box that is specific like this.
