Budget is not more than 15$ per month
and can edit php configuration file ..

enbeeone3, I think you could check the list of recommended hosts at sites like drupal.org. As for the host present at the forum, I'd suggest checking Serverpoint.com, they offer lots of applications you may choose among.

Usually, a successful networking site could go really really big. I personally wouldn't suggest doing one unless you will be using a dedicated server and have some good advertising strategies to make it successful. Unless you're planning on doing the site more for like friends, family, etc. and won't be targeting an open market.

Utropicmedia.net are a solid host, but they seem to provide reselling and e-commerce hosting packages, at least this is what I know of them.
