Does Adsense have a policy about WHERE ads have to be on a page?
 
I went to a website looking for information about something and the person had placed the information in very tiny letters on the page as a link and kind of blended it with the adsense since it was a blue link just like the adsense links. It was almost identical to the adsense ads the way it looked. Do they have rules about where to place it on a page and how to place it??

Not to my knowledge. Just that you can have only 3 add units per page.

You can place them anywhere provided you do not mislead the visitor with indirect pointers etc

You can place them anywhere on the page but they do have rules against tricky placement or placement where you draw undue attention to ads.
