After I created a graphic from photoshop I tried to save it as file.psd but why can't I enter it like any other image?

PSD files are generally a layered file that is proprietary to Adobe PhotoShop.

What do you mean by "enter it" - if you mean open it on a web browser - then thats not possible - its not a web compliant file format.

PSD's are only meant to be opened with Photoshop (although they can be viewed in other applications such as ACDsee). If you want to be able to view it in web or make it viewable on other machines which don't have photoshop then you should save it as a JPEG or PNG.

You mean by Save @ Save as? Save for web to change it to GIF, JPG, PNG

I'd suggest saying two copies of the file... One .psd and one .gif, .jpg, or .png. This will allow for easy modification of the image again if you want to change it.
