What is the best program to create banners/images/templates? The best? I'm a beginner.

photoshop/illustrator

Photoshop CS3 is amazing. You should try out GIMP, it's a pretty good program.

Just installed it today, haven't messed with it yet. I like the controllable panels and stuff though.
