You can try FrontPage editor ,Macromedia Dreamweaver is also good program but you must know how to work with them.Try with Google and you will find something ,download it and try.What exactly you want to do ? Something simple or complex ?
Your best shot is to mass install wordpress and turn them into a nice one page selling template...You can get loads of software for wordpress mass installer...
There could be tons of ways of making mini sites...
Just displaying rss feeds , just auto generating content and many more..SE generally end up black listing your domain due to parking or give severe penalty if it is a duplicate content.
All of which are no better than spamming and it really hurts your site credibility.
Best way of development if you do not have a lot of time is making one page wordpress sites and writing one unique article related to that Niche. You can install hundreds of wordpress blogs with one click and it has a ready made interface wit some nice plugin that save you the work.
I would suggest learning some html and using notepad and then doing your finishing touches in dreamweaver. What you are talking about is a thing called a splash page. This is a very simple coding job. All you need to do is make a table in the center of the page and that is where all the text about it will go and then you go and make a graphic for the background.
What you might find easier is to take any freely available html template and make your one page websites around it.
Problem with wordpress and other cms solutions for a simple one page website is that you have to update the software - often not worth the time spent in this case.
