I have no idea why I did not apply for this before now. It took less than a week for Google to get back to me and it looks like a fair deal.

Referral Bonuses and Tracking

For the next 12 months, you will receive financial bonuses for referring
merchants to Google Checkout. For every merchant you refer that processes
at least 3 unique buyer transactions and at least USD $500 in sales
through Google Checkout, you will receive USD $25. Additionally, you will
receive USD $5 for every USD $1000 of Google Checkout sales processed by
merchants you refer. Once 12 months have passed, you will no longer
receive these bonuses, so get your merchants signed up early!

Now to get in the coveted Checkout Developer Integration Incentive Program - if it's still open - :)
