It depends on how much time and muse you have...
Time and muse to compile information and work on your own network and distribution of information you've collected, categorized and brought to "live".
Now, this book is not going to show you something that someone with a minimum level of education hasn't heard before, figured out before and/or thought of before.
However, this book categorizes, explains and rationalizes a lot of information that would otherwise take you some time to collect and make sense out of.
The Author:
I have to give the author of the book credit. Credit in regards to not making any promises, not lying about the opportunities contained and described in the book. On many occasions, e-book authors promise unprecedented wealth that generates just out of reading their book - it's all about magic.  The author of this book is clear to the point and doesn't leave anything to interpretation.
The "spank":
Simultaneously, i have to step on the toes of the OP - his statement of "Make up to $15-30 per hour is definitely exaggerated and WILL NOT happen within the first few months or maybe even longer. The only way to generate what the OP is mentioning in his statement is by doing what the book describes AND to sell this e-book through the obtained MRR.

In any case, the more e-books like this one are on the market, the more dilution you will have to overcome, ultimately leading to an over saturated market and loss of ability to generate resale revenue.
Potential ROI:
So, whats your potential profit here and what could be the ROI?
The answer to this is truly in the writing. How much time have you spent reading this response,..and i mean, REALLY reading it and trying to understand? A few minutes? Good! Because the time spent here is indicative to the time and patience you will have to spend in generating acceptable Return On your Investment.
This e-book provides some valuable walk throughs, some very detailed guides and very usable reviews of opportunities. It's NOT for everyone as the information outlined requires patience, determination and skill! For the right individuals though, the information provided can easily turn into a nice source of supplemental and eventually turn into residual income! It's not about a getting rich quick scheme, it's about honest work. Honest being the key term here.
The value:
Is this book worth $20 or $30 or even more? No. Not unless you have a lot of time, patience and talent to invest. The time to recoup an investment of $30 or more may outweigh the benefits of this book in the short run, it might level in the intermediate and it has a chance of providing you with profit in the long run. Provided you have said time, patience and talent.
However, for an investment of $7-$10, this book may be a good read for many people and provide a source of knowledge that represents the amount spent.
