NIC.BY and TLD.BY, both are same.

I lost several domain hacks under .BY, and one of them was the rarest domain hack in .BY

RUG.BY

I submitted a request for this name through TLD.BY, and at the same day it was alloted to someone else.

That was one of the biggest disappointments in my domaining life.

I dont trust TLD.BY anymore.

Anguilla is a small island with a total population of only 13K+ however the Google results is quite impressive totaling 96.9 million. If optimized properly you may get some decent traffic.

Torto.la:
Tortola have a total of 4.4M+ Google results with a total population of 23,908. This is the most populous in the Virgin Islands.

Ango.la:
Angola has a great potential IMO. Its a four letter domain and it falls in the category of short hack. Angola is a country with a total population of more than 15 Million. This one is definitely a keeper.

All three are nice geo-hacks. However, Ango.la is my favorite.

I think the strenght o f a domain hack it is that once typed it is easy to remember.

But it also depend of the name itself of course.
