| If you want to use a billing system like modernbill or others, you have to use Paypal Premiere or Business.
If you want to buy only domains you can use personal account.
Remember you can't receive payment from credit card directly on personal account.
If in future you need more paypal features, you will be able to switch to personal and business account.
