| There is some truth to that. From my observations, there are people who are part of the .mil and .edu community, that search similar sites and they truly don't care about links in comments.
I'm on both the back end and front end and I think unless you actually have a blog or forum on a .mil or .edu site, I don't think linking is perceived as a positive by humans in comment areas.
I better keep quiet before google adds this to it's growing list of reasons to spank legitimate PR.
