Most free graphic site allow you to use the images as part of the design of a website you are creating for sale. However, most restrict you from adding the images to a collection of graphics made available to the public for sale, either one or off the net. When in doubt, read the site's terms of usage. Most all of them have one.
Having said this, if you used some of the graphics, and using various elements of the graphics created your own graphics, graphics that are very different from the original to the point that the new graphic would not be recognized as coming from the original, then you'd probably be in the clear.

I mostly use sxc, morguefile and Microsoft Office clip art (also has photos).
Lately I've been buying photos for $1 each at Dreamstime as I find the quality is significantly better as is the range of photos available.
